PHP is one of the most popular web programming languages today and usually runs on the server side. However, don't forget that PHP is cross-platform, having been ported from Linux to Windows. Additionally, the GTK graphics library has also been ported to the Windows platform. PHP-GTK is a PHP module that allows PHP programs to be wrapped in a GTK "outer layer," thus enabling the creation of desktop applications with PHP-based GTK graphical interfaces. This is what is known as PHP desktop technology.

JeCat-Jabber is an example of this. JeCat-Jabber, or simply JJ, is an open-source instant messaging software based on the Jabber protocol, developed by Chinese programmers.
