The signing and implementation of this agreement is an important part of the Memorandum of Understanding (Phase II) on Strengthening cooperation in the software industry signed by the National Development and Reform Commission and Microsoft in April 2006. Xu Jiancheng, deputy Inspector of the High Technology Industry Department of the National Development and Reform Commission, Wu Shizhong, director of the China Information Security Evaluation Center, and Scott Charney, global vice president of Microsoft, attended the signing ceremony on the same day.
The Government Security Program Source Code Agreement (GSP) is a global security cooperation program launched by Microsoft in 2001, mainly to provide government agencies and international organizations with legal access to Microsoft products and platforms source code and related technical information, so as to enhance the understanding and confidence in the security performance of Microsoft products. In 2002, Microsoft announced the Trustworthy Computing Initiative, designed to emphasize the security of Microsoft products.
As one of the first governments to participate in the program, the Chinese government authorized the Center to sign the first phase of the Government Security Program source code Agreement with Microsoft in February 2003, giving it the right to view the source code and related technical information of major Microsoft products at that time.
In order to ensure the healthy development of the information technology process and ensure the safety and control of information technology products, the Chinese government has specially established the "China Information Security Evaluation Center" to carry out security testing and risk assessment of information technology products and systems.
According to the new agreement signed, China Information Security Assessment Center and relevant authorized organizations will be able to instantly view including Windows 7, Windows Vista, Windows XP, Windows Server 2008 R2, Professional source code packages (" PSK ") for Windows Server 2003, Windows 2000, and Windows Embedded CE versions 6.0, 5.0, and 4.2, and Microsoft Office Professional Edition 2003, Microsoft Source code and related technical information for most existing versions of Microsoft products, including any add-ons to the Office system.
Microsoft's message did not specify the "vast majority" of the scope.
