Bill Detwiler of TechRepublic has put together a video tutorial on how to make a bootable USB flash drive in Windows XP. You'll need a bootable USB drive, a computer whose BIOS supports USB booting, you'll need to download the free PE Builder program, and finally we're going to need the Windows Server 2003 Service Pack 1 disk so that we can grab two files off of it, and of course, you'll need the Windows XP installation CD as well.
