But now it's different. We have CAcert. A foreign free digital certificate issuing organization, you can register as a user for free, apply for personal certificates and server certificates. The certificate is supported by various browsers and mail clients.

The site is available in simplified Chinese (select under the "Translate" menu on the right side of the site), although the Chinese version is not quite complete. But the main idea is basically understandable.
The steps to apply for the certificate are very simple, first you need to visit CAcert.org, select install root certificate on the right, download the root certificate and import it into your browser or mail client and other software that needs to use the certificate. Then click Join and write a registration form. Later, the email you fill in will receive a verification email, and after verification, you can go to their home page to log in (my account - Password Login). Log in successfully you can apply for a free digital certificate, please do not forget to back up after registration.
Although the certificates issued by the organization are not very authoritative at present, they at least give people a choice. I believe that free certificates will be recognized by the public in the near future...
