DARPA: Speed of Light can Change!

DARPA has sponsored many scientific and technical groups to conduct scientific research, including flying cars, controlling the weather, and faking death. Now they have asked researchers to study the control of the speed of light, and have now achieved a major breakthrough that could transform optical communications. With a silicon chip inside, a small optical device can reduce the speed of light under ordinary conditions in the laboratory, which was previously unthinkable.
